Digital Technology: Disadvantaged
Asked by: Chris Bryant (Labour - Rhondda)
Tuesday 16th April 2024

Question to the Department for Science, Innovation & Technology:

To ask the Secretary of State for Science, Innovation and Technology, when the last meeting was of the inter-ministerial group on tackling digital exclusion; and who was in attendance.

Answered by Saqib Bhatti - Parliamentary Under Secretary of State (Department for Science, Innovation and Technology)

The Government has been clear that ensuring that no one is left behind in the digital age is a key priority and continues to take steps to offer the support needed.

Digital inclusion is a cross-cutting issue that spans social engagement, education, employment, access to services and many more elements of everyday life. Responsibility for relevant policies, activities and budgets sit across government. For example, the Department for Science, Innovation and Technology is exploring options for funding research to improve the Government’s evidence base on digital exclusion.

The Government established a cross-Whitehall ministerial group in response to a recommendation from the House of Lords Communication and Digital Committee’s report on ‘Digital Exclusion’. The ministerial group aims to drive progress and accountability on digital inclusion priorities across Government.

The most recent ministerial group meeting took place in March 2024, chaired by the Minister for Tech and the Digital Economy. The Department for Culture, Media & Sport, Cabinet Office, Department for Work and Pensions, and His Majesty's Treasury were also in attendance.

Telecommunications: Infrastructure
Asked by: Chris Bryant (Labour - Rhondda)
Tuesday 16th April 2024

Question to the Department for Science, Innovation & Technology:

To ask the Secretary of State for Science, Innovation and Technology, what steps her Department is taking to protect the UK's network infrastructure, in the context of the adequacy of whereabouts compliance measures.

Answered by Julia Lopez - Minister of State (Department for Science, Innovation and Technology)

Openreach has commercial contracts with broadband contractors who access its ducts and poles. These contracts include detailed requirements on how Openreach should be notified of where and when companies will be building fibre. It is ultimately a commercial decision for Openreach to decide how it enforces these contracts.

DSIT has engaged with Ofcom, Openreach, and the Office of the Telecommunications Adjudicator (OTA) to understand the implications of whereabouts compliance for telecoms network resilience. Improving compliance may help to attribute the cause of accidental damage to fibre infrastructure but would not completely prevent accidental damage or stop those intending to cause malicious damage.

DSIT has been informed by Openreach and the OTA that they have worked with communication providers to agree a new approach to improving whereabouts compliance. DSIT is content that no further action is required at this time but will continue to work with Ofcom to monitor the situation in case risks to security and resilience arise in future.

Medical Treatments: Technology
Asked by: Yvonne Fovargue (Labour - Makerfield)
Monday 15th April 2024

Question to the Department of Health and Social Care:

To ask the Secretary of State for Health and Social Care, what guidance her Department issues NHS trusts on establishing commissioning structures for Health Technology Assessments; and whether trusts have discretion to adopt different processes.

Answered by Andrew Stephenson - Minister of State (Department of Health and Social Care)

Ministers have not met with Greater Manchester NHS Board about the statutory commissioning of National Institute for Health and Care Excellence (NICE) recommended medicines. Similarly I am informed that NHS England is not aware of any such discussions.

The National Health Service in England is legally required to make funding available for treatments recommended in NICE technology appraisal and highly specialised technologies guidance, normally within three months of the publication of final guidance. This requirement is reflected in the NHS Constitution as a right to drugs and treatments that have been recommended by NICE for use in the NHS, if their doctor believes they are clinically appropriate.

The NHS Standard Contract is mandated by NHS England for use by commissioners for all contracts for healthcare services other than primary care. The 2024/25 standard contract states that, where any service involves or may involve the prescribing of medicines, the provider must ensure that its formulary reflects all relevant positive NICE technology appraisals. NICE’s guideline on developing and updating local formularies states that when a NICE technology appraisal recommends a medicine, it should be adopted into the local formulary automatically if clinically appropriate and relevant to the services provided by the organisation, and that this process should take place within three months.

Lyme Disease: Health Services
Asked by: Geoffrey Cox (Conservative - Torridge and West Devon)
Monday 15th April 2024

Question to the Department of Health and Social Care:

To ask the Secretary of State for Health and Social Care, what steps her Department is taking to (a) promote better awareness within the NHS of the symptoms of Lyme disease and (b) speed up (i) testing and (ii) analysis of test results for Lyme disease.

Answered by Maria Caulfield - Parliamentary Under Secretary of State (Department for Business and Trade) (Minister for Women)

The National Institute for Health and Care Excellence’s (NICE) Clinical Knowledge Summaries (CKS) are specifically aimed at general practices (GPs), and cover the availability of testing services. The entomology group in the UK Health Security Agency (UKHSA) also has a tick awareness scheme, which sends out information on avoiding tick bites in a spring campaign, and supports local authorities in areas with a high prevalence of Lyme disease. Further information on Lyme disease, access to testing, and the NICE’s CKS’ is available respectively at the links below:

https://www.gov.uk/government/collections/lyme-disease-guidance-data-and-analysis

https://www.nice.org.uk/guidance/ng95

https://cks.nice.org.uk/topics/lyme-disease/management/management/

All confirmatory testing in England is performed by the Rare and Imported Pathogens Laboratory (RIPL). Delays may occur in the referring laboratory when submitting the sample, during testing at the RIPL, or when accessing the results, which are sent back electronically, before being passed onto GPs. Only the RIPL is within the UKHSA’s control, and the RIPL is planning to introduce new technology to speed up tests for neuroborreliosis.

National data analysis is released through the Fingertips system, which is regularly updated. The annual number of cases of Lyme disease varies from year to year, depending on weather conditions in the Lyme season, the effects of weather and human activities on animals that harbor the disease, and the tick population. Further information on the Fingertips system is available at the following link:

Shoplifting: Wales
Asked by: Jessica Morden (Labour - Newport East)
Monday 15th April 2024

Question to the Wales Office:

To ask the Secretary of State for Wales, whether he has had recent discussions with (a) Cabinet colleagues, (b) police forces and (c) businesses in Wales on the incidence of shop theft in Wales.

Answered by David T C Davies - Secretary of State for Wales

The UK Government continues to work closely with retail businesses, security representatives, trade associations and policing through the National Retail Crime Steering Group (NRCSG) to ensure the response to crimes, such as shoplifting, is as robust as it can be.

Police Recorded Crime figures show shoplifting offences increased by 32% in the 12 months leading to September 2023 in Wales and England. However, the number of people charged with shoplifting offences in the same period rose by 34%, suggesting that we are now seeing a more robust response.

We have also taken other significant steps to improve the police response to retail crime.

October 2023 saw the publication of the National Police Chiefs’ Council’s Retail Crime Action Plan. The plan includes a commitment to prioritise police attendance at the scene where violence has been used towards shop staff, where an offender has been detained by store security, and where evidence needs to be secured and can only be done by police personnel, showing the Government commitment to tackling this issue. Additionally, where CCTV or other digital images are secured, police will run this through the Police National Database as standard using facial recognition technology to further aid efforts to identify prolific offenders or potentially dangerous individuals.

In addition, October 2023 also saw the launch of Pegasus, a unique private-public partnership that will radically improve the way retailers are able to share intelligence with policing to better understand the tactics used by organised retail crime gangs and identify more offenders. This will include development of a new information-sharing platform and training for retailers.

Question to the Department for Business and Trade:

To ask His Majesty's Government why a grant of £8 million was recently paid to Vertical Aerospace to develop a flying taxi company at a time when the firm faced material uncertainty.

Answered by Lord Offord of Garvel - Parliamentary Under Secretary of State (Department for Business and Trade)

A research consortium led by Vertical Aerospace, including four universities, was awarded an Aerospace Technology Institute (ATI) Programme grant to develop propeller technology.

The ATI Programme co-funds UK research and development activity with industry to develop zero-carbon and ultra-efficient aircraft technology. Grants are awarded after a competitive process, with only the best projects recommended - those that offer real innovation, emissions reduction and tangible economic benefits to the UK.

Due diligence checks are completed ahead of all awards, with grants paid in arrears based on activity delivered against an agreed plan. Safeguards are in place in the event of business failure.

Scottish Written Answers
S6W-26571
Asked by: Regan, Ash (Alba Party - Edinburgh Eastern)
Monday 15th April 2024

Question

To ask the Scottish Government what action it is taking to address the reportedly significant waiting times for access to diabetes technology, such as insulin pumps and continuous glucose monitoring systems, for people with type 1 diabetes across Scotland, including in NHS Lothian, and what steps are being taken to meet the national targets and align with reported advancements in NHS England.

Answered by Minto, Jenni - Minister for Public Health and Women's Health

The Scottish Government’s Diabetes Improvement Plan contains a key commitment to further increase access to existing and emerging diabetes technologies.

Between 2016 and 2022, we invested £29.6 million of additional funding specifically to support the increased provision of insulin pumps and continuous glucose monitors (CGMs) and emerging technologies such as closed loop systems.

We have also invested a further £350,000 through the Accelerated National Innovation Adoption pathway to help roll out the technology faster and more efficiently across Scotland. A key focus of this project is reducing regional variation and making access to technology more equitable across Scotland.

We continue to work closely the Diabetes Managed Clinical Networks (MCNs) within each Board, including NHS Lothian, to identify and resolve any issues raised by NHS Boards regarding accessing diabetes technologies, to ensure that all available resource is targeted to support the needs of local populations.
